The first hour of the meeting was open to the public. The open session agenda included a welcome and charge to the Board, introduction of Board members, a review of confidentiality and conflict of interest procedures, a review of the meeting procedures, and a public comment period. The remainder of the 6 hour meeting was closed to the public.
